(ORAL) After arguing for some time, learned counsel of the petitioner submits that in view of the second appeal provided under Section 17(b) of the Punjab Labour and Cartage Policy, 2019-20 (Annexure P-3), he be given liberty to agitate his grievances before the said Forum. Keeping in view the above, in view of the fair stand and in view of the remedy available to the petitioner, the present writ petition is disposed of with the aforesaid liberty.

Needless to say that since the matter pertains to issue of a tender pertaining to cartage, the second appellate authority shall take endeavour to dispose of the issue at the earliest. Since the Director, Department of Food and Supplies and Consumer Affairs, Punjab has remanded the matter by the impugned order to the DTC to re evaluate

CWP No.16319 of 2019 (O&M) - 2 - the technical bids of both the appellants and respondent No.5, the petitioner will be allowed to continue the tender work for a period of one week. The prayer for interim protection can be pursued before the Appellate Forum, which be filed within a period of one week.
