Whether the judgment should be reported in the Digest? RAJIV NARAIN RAINA, J. (Oral) Claims promotion with effect from the date when the junior was promoted and that was long ago in 1990. It is too late to rake up the issue after 26 years. In cases of promotion and seniority, the Supreme Court has advised the aggrieved person to approach the Courts within 6 months or at best, one year unless a case is made out of violation of fundamental rights. In this case, no such fundamental right has been demonstrated to have been infringed to ignite the jurisdiction of this Court despite delay and laches in approaching Court.

Dismissed.
