The grievance of the petitioner herein is that he was engaged as a Sweeper with the Police Department on contract basis from 03.07.2017, however, his services stand terminated. It is contended that persons, who were appointed alongside him and junior to him, have been retained in service. The work of the petitioner herein was satisfactory and there was no complaint regarding services rendered by him. It is submitted that the action of the respondents in terminating his services is wholly violative of the judgment passed by the Hon'ble Supreme Court in Hargurpratap Singh Vs. State of Punjab and others (2007) 13 SCC 292 wherein it has categorically been held that a contractual employee cannot be replaced by another set of contractual employees till regular appointments are made. 2.

A reading of the petition would reflect that the petitioner has not even approached the Department for redressal of his grievance.
