*** ANIL KSHETARPAL, J (Oral) The hearing of the case was held through video conferencing on account of restricted functioning of the Courts. Through these two writ petitions the petitioner, who is common, prays for issuance of direction to the competent authority-cum-Sub Divisional Magistrate, Bhawanigarh, District Sangrur to refer the matter to the Court in the terms of Section 3H(4) of the National Highways Act, 1956. The petitioner claims that he has already submitted applications to the authority.
