Learned counsel appearing for the State submits that in case petitioner files an appeal before the Principal Secretary, Department of Food Civil Supplies and Consumer, Punjab, it shall be entertained and dealt with on merits.

Under the circumstances, we dispose of this writ petition with liberty to the petitioner to file an appeal. In case, such an appeal/representation is filed within a week, same shall be considered by the Principal Secretary, Department of Food Civil Supplies and Consumer, Punjab, preferably within a week thereafter, after affording an opportunity of hearing to the petitioner, if necessary. He shall be at liberty to pass a speaking order.
