[2] Mr. Panwar accepts notice on behalf of the respondents and submits that speaking order is yet to be passed. He prays for two weeks' time to file compliance report.

[3] This Court is flooded with contempt petitions alleging willful disobedience by the State officials of the orders passed by Writ Courts.

[4] Writ Court(s) direct the authorities to decide representations/legal notices within a time bound period. Despite time limits stipulated in the orders, the officers seldom adhere to the same. COCP-2279-2026 round of litigation by filing contempt petitions. These petitions not only clog the whole system, but also force poor litigants to spend resources. This adds to numbers of litigation for State too.

[5] The Chief Secretaries of Punjab, Haryana & U.T., Chandigarh are requested to ensure that the directions issued by the Writ Courts are complied with by the State authorities within the stipulated time period.

[7] A copy of this order be served upon the Chief Secretaries of both the States and UT, Chandigarh through State Counsels and Senior Standing Counsel, UT, Chandigarh." Affidavits filed by the concerned officers are taken on record. Chief Secretaries are requested to monitor strict compliance of the instructions issued.

In the event of any lapse in adhering to the timelines issued by the Courts, the Chief Secretaries of the respective States and Union Territory shall be liable to be proceeded against under the Contempt of Courts Act, 1971 along with the erring officials.

Copy of the order be served upon the Chief Secretaries through State counsels.
