It was agreed that this writ petition in most respects is similar to CWP No.12314 of 2015 titled as M/s Suave Automative Corporation versus Haryana State Industrial and Infrastructure Development Corporation Limited and others. The nature of the impugned order in this writ petition being an order dated 16.01.2015 is similar to the order impugned in that writ petition. In this case, it was observed that the persons shown as employees of the petitioner pertain to Lakshmi Builders and, therefore, did not pertain to the petitioner's Bawal unit. However, the petitioner is a sole proprietor of Lakshmi Builders. The concluding paragraphs in the impugned order are identical to those in the order impugned in the other writ petition. The order merely contains the conclusions with no reasoning whatsoever.

In the circumstances and for the reasons stated in our order and judgment in CWP No.12314 of 2015 passed today, this writ petition is also allowed. The orders dated 13.08.2010 and 16.01.2015 are quashed and set aside.
