The present writ petition has been filed under Articles 226/227 of the Constitution of India praying for issuance of a writ in the nature of certiorari for setting aside the impugned promotion order dated 23.02.2023 (Annexure P-14) and impugned revised tentative ranking list dated 22.02.2023 (Annexure P-14/A) whereby the respondent-Corporation has illegally promoted the juniors of petitioner to the post of Assistant Engineers (Electrical) in violation of AICTE Circular dated 09.06.2020 and AICTE Clarification dated 19.09.2022. Further, praying for issuance of writ in the nature of mandamus directing the respondents to promote the petitioner on
the post of Assistant Engineer from 23.03.2023 on the date of his juniors i.e. private respondent No.6 with all consequential benefits. Further directing the respondent to issue the final seniority/ranking list after considering the objections submitted by petitioner and after placing the petitioner at correct seniority place by treating the actual date of issuance of B.Tech degree of petitioner for the same. Further directing the respondents to consider the date of eligibility of petitioner for the post of Assistant Engineer by treating the B.Tech degree of petitioner to be valid from the date when his respective degree certificates were issued by respective universities. 2.
Learned counsel for the petitioner at this stage submits that he would be satisfied if a direction is issued to the respondent No.2 to decide the objections dated 31.08.2022 (Annexure P-18) and legal notice dated 08.05.2025 (Annexure P-19) by passing a speaking order in a time bound manner.

On advance notice, Mr. Divyansh Shukla, Advocate for Mr. Sukhdeep Parmar, Advocate for respondents No.1 to 3 accepts notice on behalf of respondents No.1 to 3 and submits that he has no objection in case a direction is issued to the respondent No.2/competent authority to hear and decide the objections dated 31.08.2022 (Annexure P-18) and legal notice dated 08.05.2025 (Annexure P-19) by passing a speaking order in a time bound manner.

In view of the limited prayer made by counsel for the petitioner without commenting upon the merits of the case, the present petition is disposed of and the respondent No.2/competent authority is directed to hear and decide the objections dated 31.08.2022 (Annexure P-18) and legal notice dated 08.05.2025 (Annexure P-19) by passing a speaking order in a time bound manner, within a period of three months from the date of receiving a certified copy of this order. Further the decision taken thereof shall be conveyed to the petitioner.

Needless to say, if the petitioner is found entitled to the relief sought, the same be granted forthwith by respondent/competent authority. 6.
Pending miscellaneous application(s), if any, shall also stands disposed of.
