Without going into the merits and demerits of the matter, I direct respondents No.3 and 4 to consider the the representations dated 18.10.2014 (Annexure P-8) and 03.05.2016 (Annexure P-9) served upon them by the petitioner and pass a speaking order thereon within a period of two months from the date of receipt of certified copy of this order.
