Prayer made in the present petition for quashing the letters dated 05.10.2011 and 27.09.2012 as also resolution No.11 dated 05.08.2012 whereby the post of SDE (Electrical) was converted into Programmer, might not, due to efflux of time, even be surviving. 2.

Learned State counsel refers to the preliminary submission No.1 of the written statement dated 06.04.2014 filed on behalf of respondent Nos.1 to 3, wherein it has been stated that the petitioner had not approached the Court with clean hands inasmuch as he had failed to disclose that he was not the senior most Junior Engineer (Electrical) and as such had neither any legal nor vested right for promotion to the post of SDE (Electrical) by jumping the queue.

To the aforesaid facts, there was no rebuttal made by filing any replication.

Learned counsel also submits that he has been unable to establish contact with the petitioner.
