The petitioner, being desirous of taking admission in B.A.LL.B. (Hons.) 5 Years Integrated Course offered by the University Institute of Legal Studies, Panjab University, Chanidgarh, filled up the online form for appearing in the entrance test but he did not upload his photograph and digital signatures on the website of the University, which was mandatory and was specifically mentioned in the brochure. The relevant portion of the important dates, part of Annexure P-1, is reproduced as under:- "Important Dates Sr. No.

Activity Date 1 to 3 xxx xxx xxx xxx xxx Last date for uploading of photograph, signature with rest of the information on the website for final submission May 10, 2017 (Wednesday) 5 to 11 xxx xxx xxx xxx xxx The petitioner admittedly moved an application on 15.05.2017 to the University for allowing him to upload his digital signatures and photograph on its website but it is alleged that his request has been orally turned down.

CWP No.10844 of 2017 [ 2 ] ***** Counsel for the petitioner has submitted that it was only an inadvertent mistake on the part of the petitioner as he could not upload his digital signatures and photograph on the website of the University on the prescribed date and time and in case he is not allowed to do so now, his one precious year would be wasted.

After hearing learned counsel for the petitioner and examining the available record, I do not find any merit in the present petition because all the aspirants were informed about the activities, namely the dates upto which those were to be performed by them for the purpose of filling up their form for taking the entrance examination and the date May 10, 2017 was fixed for the purpose of uploading of photograph and digital signatures but the petitioner did not comply with the said condition and has rather admitted the same in his application dated 15.05.2017. Thus, the request of the petitioner for extension of time in that regard has rightly been turned down by the University being not permissible as no such rule has been quoted by the petitioner for consideration of this Court.

Consequently, the present writ petition is hereby dismissed being denuded of any merit.
