This is a petition under Section 2(b) read with Section 12 of the Contempt of Courts Act, 1971 for initiation of contempt proceedings against the respondent for disobedience of the order dated 13.12.2023 passed in CWP-27954-2023 (Annexure P1).

Learned counsel for the State, on instructions from Mr. Amrinder Singh, SLA, Office of State Transport Commissioner, Punjab, has contended that a speaking order was passed on 12.08.2024 which was duly communicated to the petitioner and as per the said order he had 30 days to challenge the same in appeal before the Commissioner (State Transport Commissioner) as per Section 12 of the Punjab Motor Vehicle Act, 1924. 3.
Learned counsel for the petitioner, on instructions, states that no such order was ever communicated to the petitioner. 4.
Neither the learned counsel for the State nor Mr. Amrinder Singh, SLA, Office of State Transport Commissioner, Punjab are able to Yogesh Sharma 2025.05.20 10:24 I attest to the accuracy and authenticity of this judgment/order.

COCP-2461-2025 (O&M) -2state as to when and how the speaking order was communicated to the petitioner. However, learned counsel for the State, on instructions, has submitted that they would have no objection if the period of limitation is deemed to have commenced from today.

In the absence of any proof regarding communication of the said order and the fact that the said speaking order has been communicated to the petitioner today in Court, this Court deems it appropriate to dispose off the present contempt petition with a direction that the period of limitation for filing an appeal would commence from today. 6.
Disposed off accordingly. Pending applications, if any, also stand disposed off.
