In view of the above, the present writ petition is disposed off with a direction to respondent No.3 - Deputy Commissioner, Rohtak - to decide the legal notice dated 27.01.2026 (Annexure P-5) by passing a speaking order in accordance with law and after affording an opportunity of hearing to the petitioner, expeditiously and preferably within a period of two months from today.
