It is apparent from the impugned order P-5 that the present petitioner Sukhwinder Singh had appeared before the Assistant Collector Ist Grade on 30.12.2015 at the stage when the matter was fixed for objections on naksha bay and thereafter had not filed any objection and stayed away from the proceedings, which stood finalised on 13.3.2014(P-3). It has also been noticed that the petitioner's cause, if any, suffers from laches on his part.
