**** SUDEEPTI SHARMA J. (ORAL) CM-1091-CII-2026 This is an application for impleading the legal representatives of petitioner-Roop Singh.

For the reasons mentioned in the application, the same is allowed and the person namely Harjeet Kaur mentioned in Para 3 of the application is impleaded as legal representatives of petitioner-Roop Singh, subject to all just exceptions.

Amended memo of parties attached with the application is ordered to be taken on record.

Registry is directed to tag the same at appropriate place.

The present contempt petition has been filed for deliberate and intentional disobedience of order dated 07.12.2021 passed by this Court in CWP-24806-2021, whereby direction was issued to the official respondents to consider the legal notice dated 28.09.2020 filed by the petitioner and decide the same in accordance with law by passing a speaking order. 2.

In compliance of the order dated 07.12.2021 passed by this Court in CWP-24806-2021, compliance affidavit dated 26.11.2025 of Karamjit Singh, President of the Malwal Kadim Multipurpose Cooperative Agriculture Service Society Ltd. Tehsil and District Ferozepur, has been filed on behalf of respondent No.2 in the Registry. The same is taken on record.

Learned counsel for the petitioner has attached the speaking order dated 17.02.2022 (Annexure P-7) passed by the Assistant Registrar, Cooperative Societies, Ferozepur, along with the present petition. 4.

A perusal of the same shows that full compliance of order dated 07.12.2021 passed by this Court in CWP-24806-2021 has been made. Still the present contempt petition has been filed for non-compliance of order dated 07.12.2021. Further, reply by way of affidavit dated 31.10.2022 of Rajan Gurbaksh Rai, PCS-II, at present, Assistant Registrar, Cooperative Societies Jalalabad (West) District Fazilka, which is already taken on record, shows that order dated 07.12.2021 has been fully complied with. Rather,

-3latest affidavit dated 26.11.2025 of Karamjit Singh, President of the Malwal Kadim Multipurpose Cooperative Agriculture Service Society Ltd. Tehsil and District Ferozepur-Respondent No.2, shows the bifurcation of the amount released to the petitioner.

In view of the above, since order dated 07.12.2021 passed by this Court in CWP-24806-2021, has been complied with, therefore, the present contempt is purged and rule stands discharged. 6.

Liberty is, however, granted to the petitioner to avail remedy as is available to him in accordance with law, excluding the contempt petition. 7.
