**** HARNARESH SINGH GILL , J. (ORAL) Case is taken up for hearing through video conferencing. Prayer in this petition is for issuance of directions to respondents No. 1 to 4 to take action on the request/letter representation dated 19.4.2021 (Annexure P-3) submitted against Ashok Kumar Verma and to register an FIR against him.

Learned counsel for the petitioner submits that the petitioner is a Government Contractor and has been doing the work assigned to him by the Haryana Shehri Viks Pradhikaran (for short 'HSVP'); that Ashok Kumar Verma, who was working as a Road Inspector in the HSVP, had demanded share in the profit of the work allotted to the petitioner by the HSVP but on his refusal, Ashok Kumar Verma started blackmailing the petitioner and filed various false complaint against the petitioner; that the said Ashok Kumar Sharma has been harassing the petitioner and other contractors; that Ashok Kumar Verma, who had retired on 31.1.2015, submitted fake certificates of matriculation, in the department to get the promotion and has GURPREET SINGH 2021.09.06 17:18 I attest to the accuracy and integrity of this document Chandigarh

CRM-M No. 36135 of 2021 -2been causing financial loss to the Department and the State Exchequer. Learned counsel for the petitioner further submits that as per Section 154 Cr.P.C., the registration of FIR is mandatory in case the information discloses the commission of a cognizable offence but no action has been taken by the police till date. In support of his arguments, learned counsel has placed reliance on judgments of the Apex Court in Lalita Kumari versus Govt. of U.P. and others 2013(4) R.C.R. (Criminal) 979. I have heard the learned counsel for the petitioner. The representation dated 19.4.2021 (Annexure P-3) is a request letter, written by Executive Engineer, HSVP, Panchkula to the Deputy Commissioner of Police, Panchkula, for registration of the FIR against Ashok Kumar Verma. The petitioner, who is a Government Contractor, has nothing to do with the said communication dated 19.4.2021 (Annexure P-3). It is a proxy game, which is played by the contractor as he wants to poke his nose in the departmental proceedings.

Keeping in view the above, no interference by this Court is called for.

The petition is dismissed.
