Seeking directions to the respondent(s) to appoint the petitioner as Welder against the vacant post as was placed in Waiting List at Serial No.1 in the SC Category, the instant writ petition has been filed. 2.

Counsel for the petitioner contends that the petitioner had applied for recruitment on temporary basis for various posts of critical Technical/Tradesman (in category Class-III) in Bhakra Beas Management Board on contract basis. It is stated that five posts of Welder were advertised which included 03 posts in General Category and 02 in SC Category. The petitioner competed in the said selection process and as per the result declared on 13.10.2016, the petitioner was placed in Serial No.1 in the Waiting List in his category. He contends that he has come to know through reply dated 22.04.2025 to his RTI application that one post of Welder is available with the respondent(s)-Department. He thus submitted a representation dated 25.04.2025 (Annexure P-7) for claiming appointment on the post of Welder.

A period of more than 09 years has elapsed since the declaration of the final merit list for appointment against the post of Welder. A Waiting List cannot continue to subsist for an indefinite period and ceases to exist after lapse of a specified period.

The instant writ petition has been filed at a highly-delayed stage and is accordingly dismissed.
