The petitioner is aggrieved of the appointment of respondent No.5 as Secretary of the Bhagouran Multipurpose Cooperative Agricultural Service Society Limited. He claims that he being senior most eligible Salesman was entitled to occupy the said post.

Learned counsel for the petitioner states that as per Rule 6 of the Punjab State Cooperative Agricultural Service Societies Service Rules, 1986, the minimum qualification for the post of Secretary is Matriculation. Case of the petitioner is that respondent No.5 had produced a matriculation certification issued by the Varanasy Sanskrit Vishwavidyalaya at the time of appointment, which is not a recognized institute. The petitioner has submitted a representation (Annexure P+11) to consider his claim as raised in the instant writ petition. Learned counsel for the petitioner states, that at this stage, the petitioner will be satisfied, if directions are issued to the respondents to decide the representation (Annexure P+11). In view of above, without commenting on the merits of the case, this petition is disposed of with a direction to respondent No.1 to consider and decide the representation of the petitioner dated 13.7.2014 (Annexure P+11) by passing a speaking order expeditiously, preferably, within a period of three months from the date of receipt of a certified copy of this order. 934)(,):
