The petitioner has approached this Court seeking issuance of a direction to respondents to allot District Gurugram to the petitioner instead of District Yamuna Nagar where she is posted pursuant to her selection as JBT/PRT (Primary Teachers) in State of Haryana. 2.

The learned counsel for the petitioner would contend that in the advertisement itself, it was mentioned that the appointments would be made district-wise and a district-wise cadre would be maintained and that the districts would be allocated to the successful candidates on the basis of their merit in accordance with their choice. Each of the candidates was required to mention his six preferences in the application form.

The learned counsel contends that although she had filled in District Gurugram as her first preference in her application form but the said district has not been allotted to her whereas other successful candidates who were ranked lower in merit than the petitioner namely Sandeep, Bhupender Singh, Digamber Singh and Sapna Sharma, whose merit numbers were 3572-A,, 3637-A, 3543-A and 3537 have been allotted District Gurugram.

It has been submitted that although she made a representation dated 18.7.2020 (Annexure P-7) to the Director Elementary Education, Haryana, but no order has been passed thereupon. It has further been submitted that some other candidates who had not been allotted the districts of their choice, despite being higher in merit, had approached this Court by way of filing CWP No.31823 of 2019 wherein this Court has directed respondent No. 2 to pass a speaking order on the representation filed by them.

Having heard the learned counsel for the petitioner, the petition is disposed of with a direction to respondent No. 2-Director, Elementary Education, Haryana to look into the matter and to dispose of the representation dated 18.7.2020 (Annexure P-7) in accordance with law by way of passing a speaking order expeditiously, preferably within a period of two months from today.
