Learned counsel for the petitioners fairly submitted that the issue in question has already been settled by the Hon'ble Single Bench of this Court, vide order dated 09.12.2019 passed in CWP No.35666 of 2019 titled as Sombir and others Vs. State of Haryana and others. The Latters Patent Appeal preferred against the said order is still pending before the Hon'ble Division Bench of this Court.
