Learned counsel submits that the Deputy Commissioner, Jalandhar has forwarded the Financial Hardship Certificate to Industrial Training Institute, Talwara, District Hoshiarpur-respondent No.3 vide letter dated 15.05.2025. 2.

Learned State counsel submits that the said communication has yet not been received by the said respondent, however, on instructions from Parminder Pal Singh, Principal (Engineering Trade), RCD, ITI, Talwara, Hoshiarpur states that the same shall be forwarded to the Directorate, Technical Education and Industrial Training, Punjab within a period of 10 days, from its receipt, who will decide the same within a further period of 4 months thereafter, by granted an opportunity of hearing, which satisfies the learned counsel for the petitioner.
