JASWANT SINGH, J (ORAL) Prayer is for quashing the order dated 22.3.1993 (P.1) whereby it is provided that no study leave can be granted to the candidates, who undertake General Nursing A Grade Course at Civil Hospital, Jalandhar.

The petitioner is stated to have undergone Nursing Grade Course to improve her qualifications at Civil Hospital, Jalandhar for two years for session 15.5.1996 to 5.12.1996. The benefit for the said period was not allowed to the petitioner. Now, after a period of almost nine years, a direction by way of present writ petition is being sought for treating the said period as study leave besides grant of other benefits.

Dismissed on the ground of delay and laches.
