Father of the petitioner namely Kulwant Singh while working as Volunteer Home Guard on daily wage basis had died on 29.11.1999 after having been engaged for almost six years.

Grievance of the petitioner is that he is being denied consideration for engagement as a Volunteer Home Guard on daily wage basis in view of policy dated 23.12.2016 (P-3) whereby the benefit has been restricted to those covered or who have died after 1.1.2007 and made applicable w.e.f. 1.1.2007.

Counsel for the petitioner heard.

It is a matter of policy that certain benefits have been extended keeping in view the requirement of the Department of Home by engaging Volunteer Home Guards on daily wage basis with the source as a compassionate appointment. It is well settled that in matters of policy the Courts have a limited scope of judicial review.
