3. Whether the judgment should be reported in the Digest? --- Surya Kant, J. (Oral) The petitioners are residents of village Samanabahu, Tehsil and District Karnal. They claim to be belonging to poor strata of society living below poverty line. Their grievance is against the denial of allotment of 100 square yard plots in terms of the Government Policy dated 01.02.2008 though statedly they fulfill all the eligibility conditions. The petitioners raised such a claim before the authorities by way of a legal notice and in reply thereto, the Sarpanch of Gram Panchayat has acknowledged them as eligible persons who are entitled for allotment of plots but it appears that the process to finalize the list of eligible persons has not been completed. Needless to say that the eligible and needy persons ought not be denied the benefit of Government Policy on account of unending procedural lapses.

CWP No.17117 of 2015 [2] We, thus, dispose of this writ petition, however without expressing any views on the entitlement of the petitioners with a direction to the Deputy Commissioner, Karnal as well as other respondent Nos.3 to 5 to consider the above-mentioned claim of the petitioners as well as other eligible persons of the village and take an appropriate decision as early as possible and preferably within a period of six months from the date of receiving a certified copy of this order.
