(Oral) Challenge in the present writ petition is to the order dated 26.06.2015 (Annexure P-12) whereby, the petitioner-college had been debarred from making admissions in the first year in various courses on account of the deficiencies found on the basis of the reports of the inspection committee.

The petitioner's case is that the university was not cooperating in the appointment of the faculty and non-teaching staff which was to be appointed through a properly constituted committee in spite of advertisement having been made and the university having been requested time and again for putting the Selection Committee in place. Interim order was passed in favour of the petitioner-college on 16.09.2015 during the pendency of the proceedings and it was directed that the college would make arrangements to recruit the said number of teachers at the earliest. -2university was to give the details of the exact number of teachers who were deficient in the required fields as per the prevalent rules. Resultantly, this Court is of the opinion that the writ petition has been rendered infructuous since the said academic year is already over for which the petitioner-college had been debarred. Accordingly, the admissions given by the petitioner-college be regularized. However, the college shall take all possible steps to recruit the additional staff and in future, the same deficiencies should not occur. Accordingly, the university shall take appropriate steps to inspect the faculty and in case any deficiencies are pointed out, the college shall be informed to comply with the same as per the concerned regulations. Let the said exercise be conducted within a period of 3 months from the date of receipt of certified copy of the order.

The writ petition stands disposed of with the above observations.
