AT CHANDIGARH CWP-16177-2016 Date of Decision : May 04, 2026 PARAMJIT SINGH LAMBA -PETITIONER V/S DISTRICT AND SESSION JUDGE, LUDHIANA AND ORS. -RESPONDENTS

CORAM:

HON'BLE MR. JUSTICE KULDEEP TIWARI

Present:

Ms. Sonia G Singh, Advocate (Legal Aid Counsel) for the petitioner.

Mr. G.S. Bal, Sr. Advocate, with Mr. Karan Nehra, Advocate, and Mr. Avtar Singh, Advocate for the respondent No.1.

Mr. Raman B. Garg, Advocate, with Mr. Mayank Garg, Advocate, and Ms. Komal, Advocate for the respondents No.2 to 17.

*** KULDEEP TIWARI, J. (ORAL) 1.

The instant writ petition has been filed by the petitioner challenging the selection of peons pursuant to the public notice dated 02.09.2013.

2.

The challenge is essentially premised on two grounds: (i) a candidate was selected despite having been awarded '0' marks in the interview; and (ii) the selection criteria was formulated after the conduct of the interviews. No other ground has been raised to assail the selection process.

3.

Insofar as the first contention regarding selection of a candidate awarded '0' marks in the interview is concerned, learned counsel for the DEVINDER YADAV 2026.05.05 09:37 I attest to the accuracy and authenticity of this order/judgment

CWP-16177-2016 petitioner, upon reference to the reply, has expressed satisfaction with the explanation furnished by the respondent(s).

4.

With respect to the second contention that the selection criteria was framed post-interview, learned senior counsel for the respondent No.1 has produced the original record before this Court and submits that the selection criteria was framed by the competent authority prior to fixation of the interview schedule, and that the selection was conducted strictly in accordance therewith.

5.

Upon perusal of the original record, learned counsel for the petitioner fairly concedes that the selection criteria was indeed finalized prior to the conduct of interviews.

6.

In view of the above, nothing survives for adjudication in the present matter and no ground is made out to interfere with the selection process, which stands concluded as far back as in 2013. Accordingly, the instant writ petition is dismissed.
