3. Whether the judgment should be reported in the Digest? --- Surya Kant, J. (Oral) The petitioner is admittedly in litigation with respondent Nos.4 & 5 as well as other private-respondents. With a view to settle his personal score, the instant writ petition has been filed seeking a mandamus to direct the Election Commissions of Punjab and U.T. Chandigarh to take action against private-respondents for their alleged misconduct of having double votes at two places. In our considered view, the issue raised by the petitioner is a seriously disputed question of fact which, if so advised, he may establish through appropriate proceedings. With liberty aforementioned, the writ petition is dismissed.
