Factual aspects involved in these writ petitions and legal considerations thereof, has already been discussed by this Court in another identically situated writ petition bearing number CWP No. 25310 of 2019, titled as "Mange Ram and another Versus State of Haryana and others". Accordingly, present petitions are also allowed and disposed of in the same terms.
