Petitioner has prayed for premature release as he claims that he has completed fourteen years of total sentence. In reply, State counsel submits that case of the petitioner has been referred to Central Government for consideration as he is a foreign national. In view of above, no cause of action survives in this petition. Dismissed. It is, however, expected that State shall pursue the matter with the Central Government so that decision is taken at the earliest, in any case not later than six weeks, as detention of the petitioner without authority of law may amount to violation of Article 21 of the Constitution.
