The prayer in the present Civil Writ Petition filed under Articles 226/227 of the Constitution of India, is to issue a writ in the nature of mandamus, for directing the respondents to grant due Proficiency Step ups to the petitioner.

In terms of the order passed by this Court on 12.05.2022 to decide the legal notice dated 22.07.2015, Annexure P-3 of the petitioner, which was stated to be pending with the concerned authority, a speaking order has been passed on 05.07.2023, which has been appended to the additional affidavit dated 21.02.2024 of Meenakshi Goyal, Deputy Director of the Department, as Annexure R-1.
