After arguing at some length, learned counsel submits that he may be allowed to withdraw this petition with liberty to raise all his pleas before the Collector to whom case has been remanded by the appellate authority. Needless to observe that Collector shall arrive at a decision after considering all aspects of the matter including the pleas which the petitioner may raise before him.
