Petitioner has impugned the order passed by Commissioner, Rohtak Division, Rohtak whereby his application for parole has been declined. It is urged before the court that order has been passed in a mechanical manner without independent application of mind. The grounds stated by the petitioner have not been given serious consideration. This court finds substance in the plea of the petitioner. Under the circumstances, impugned order is hereby set-aside. Matter is remitted to same authority for decision afresh as per law. Allowed in these terms.
