The said posts are stated to be governed by Punjab Revenue Patwaris, Class III Service Rules,1966. The petitioners are stated to have gone through the various stages of selection process, however, the result was awaited.

By filing present writ petition a challenge has been laid to a general direction dated 5.8.2016(P-9) whereby State Government has notified to recruit retired Patwaris/Kanungos on contract basis for two years on "first come first serve basis" before 22.8.2016. Upon notice, reply has been filed on behalf of State whereby it is conveyed that the earlier selection stands scrapped on account of various complaints of leakage of paper etc. It is submitted that as a stop gap arrangement the process of re-engagement of retired Patwaris was initiated. CWP 17470/2016(O&M) However, no rationale has been submitted regarding engaging them on "first come first serve basis". It is further stated that a fresh advertisement dated 10.9.2016 for regular appointment stands issued. At the time of hearing learned counsel for the parties are agreed that the present petition has become infructuous in view of publication of fresh public notice whereby the terms and conditions of engagement have been modified and the last date has been extended till 8.12.2016. In view of the above, present petition is dismissed as having become infructuous.

Since the main petition itself stands dismissed as infructuous, application bearing CM 15241/2016 for impleading Jaswant Singh and Surjit Singh,applicants as respondents 4 and 5 also stands dismissed as having become infructuous.
