It is rather strange that a Principal of a Government school should come to the Writ Court to seek a direction to the State of Punjab and senior officials in the Education Department to decide his representation dated April 15, 2015 in which he has raised the issue of bogus attendance of teachers working under him. If a Principal cannot control and supervise his own teachers and staff the writ jurisdiction is not the appropriate remedy to take the help of. At the level of a Principal he is free to talk to the Administrative Secretary of the department to sort out the affairs in the school, if they are not to his liking and he is helpless. The only prayer made in the petition is for a direction to the respondents to decide the representation dated April 15, 2015 which prayer is rejected since this Court is not a post office to forward representations of memorials to quarters concerned in the executive.
