The petitioner claims that with a view to omit some of the categories of employees from feeder cadre, to whom promotional benefits are admissible under the Haryana Health Directorate Ministerial (Group C) Service Rules, 1983, a new set of Rules was drafted in the year 1998. Those draft Rules, it is alleged, have been kept under the carpet without any valid reason and are being not notified due to which the petitioner and other similarly placed employees are suffering in the matter of timely promotions. Since the formulation, repeal or amendment of Statutory Rules is an exercise which falls within the domain of the Rule Making Authority, we decline to express any views on the merits of the petitioner's claim and rather deem it appropriate to dispose of this writ petition with a direction to Meenu 2017.01.30 10:40 I attest to the accuracy and authenticity of this document chandigarh
