By virtue of instant writ petition preferred under Article 226/227 of the Constitution of India, petitioners have sought issuance of a writ in the nature of mandamus/direction to make the payment of interest or delay payments for the period of delay as per provisions under Rule 9.13 of the Punjab Civil Services Rules, Volume - II; Government Instructions issued vide letter No.1/65/09-1155 dated February 18, 2010; and ratio of judgments delivered in cases A.S. Randhawa vs. State of Punjab & others, 1997 (3) SCT 468; Vijay L. Mehrotra vs. State of U.P., 2000 (4) SCT 267 and CWP No.7621 of 2002 titled Parshotam Dass vs. State of Punjab & others, decided on March 01, 2016; and CWP No.10401 of 2016 titled Sushil Singla vs. State of Punjab, decided on April 25, 2017. At the very outset of arguments, learned counsel for the petitioners has submitted that petitioners would be satisfied in case instant petition is treated as a representation and be sent to respondent No.2 - District Manager, Punjab State Civil Supplies Corporation Ltd., Patiala, to decide the grouse raised in it within a specified period. 3.

The instant petition is disposed of with direction to respondent No.2 - The District Manager, Punjab State Civil Supplies Corporation Ltd., Patiala, to look into the grievances unfolded by the petitioner in this writ petition, which has been treated as a representation on his behalf & take an appropriate decision in the light of Rules/Instructions/judgments, referred to in Para 1 of this judgment as well as latest law, within a period of two months from the date of receipt of a certified copy of this judgment.
