The petitioner has made a prayer for the issuance of a writ in the nature of mandamus to direct respondent no.3 to hold enquiry against respondents no.4 and 5 for the alleged non-implementation of the instructions issued vide Circular dated 21.02.2011.

I have heard learned counsel for the petitioner at some length but could not find any reason to issue any direction for holding the inquiry, as prayed for. Therefore, the prayer made by the petitioner in this regard is hereby dismissed. However, at the same time, respondent no.3 is directed to look into the representation made by the petitioner on 11.12.2017 and decide the same as early as possible.
