An identical question raised before this Court in CWP No.15509 of 2007 (Mahatam Singh and others versus State of Punjab and others) and other connected cases, decided on 20.05.2011, has been answered against the petitioners.

For the reasons cited in the order dated 20.05.2011 passed in Mahatam Singh and others' case (supra), the instant writ petition stands dismissed.
