The petitioner has approached this Court under Articles 226/227 of the Constitution of India seeking quashing of the instructions dated 09.01.1987 and 05.05.1987 (Annexures P-1 and P-2, respectively) issued by the respondents.

After arguing for sometime, learned counsel for the petitioner submitted that he may be allowed to withdraw the instant petition, with liberty to the petitioner to file a detailed and comprehensive representation before the concerned authority by raising all the grievances as raised in the present writ petition, in accordance with law. 3.
Dismissed as withdrawn, with the liberty as aforesaid. It is, however, clarified that in the event of a representation being filed by the petitioner, the same shall be decided by the concerned authority by passing a speaking order, in accordance with law.
