Board (respondent No.2); which is taken on record, subject to all just exceptions. Relevant extract thereof reads as under:- "1. That the present writ petition has been, inter alia, preferred by the petitioner seeking migration certificate with regard to the class 12th examination which he had undergone in July, 2013.

2. That the migration application was submitted in the year 2024 for the very first time for issuance of the migration certificate, i.e., after more than 11 years. The migration certificate could not be issued as the result of the petitioner was not declared in the official gazette and resultantly, the petitioner having cleared the examination of class 12th was not ascertained and in this backdrop communication dated 27.11.2024 was issued bringing the error which came to the notice of the PSEB while issuing of the migration certificate.

3. That more than a decade had already lapsed and the record being old, the complete file is not traceable. However, the candidate had visited the office of the PSEB with the original DMC which was verified and printing of the DMC has been acknowledged but the record of issuance to the same to the petitioner is yet not traceable.

4. That in the year 2013, there were two modes of examination, i.e., semester system as well as yearly system of examination. The present petitioner had appeared in the semester system of examination and he appeared in four different terms. Out of the ten exams which were undergone by the petitioner, result of the nine exams have been traced but the remaining one exam is yet not traceable.

That keeping in view the factum that the candidate is undergoing graduation course, for which as per him there is requirement of migration, keeping in view the peculiar situation, provisional migration certificate is issued, pending the enquiry for tracing of the complete record. The provisional migration certificate is subject to the final decision of the tracing of the record."

2.1 Learned counsel for respondents No.2 and 3 has also handed over a photocopy of Provisional Migration Certificate issued to the petitioner (Rohit Gupta), which is taken on record, subject to all just exceptions. The original Provisional Migration Certificate is handed over to learned counsel for the petitioner, in Court today itself. 3.

At this stage, learned counsel for the petitioner submits that the grievance of petitioner stands redressed with the issuance of aforesaid Provisional Migration Certificate. However, it is prayed that as the inquiry is still pending before the Secretary, Punjab School Education Board (respondent No.2), accordingly, time bound directions may be issued to conclude the same.

Keeping in view the aforesaid submissions made by learned counsel for the petitioner and also considering the facts that the petitioner is seeking Migration Certificate with regard to the 12th Examination held way back in the year 2013; and the result of nine examinations, out of the total ten examinations given by the petitioner, already stands traced out; I deem it appropriate to direct the Secretary, Punjab School Education Board (respondent No.2)/competent authority to conclude the pending enquiry as expeditiously as possible and preferably within a period of six months from today.

The present writ petition is disposed of in the aforesaid terms. 6.

All the pending application(s), if any, shall also stand closed.
