AMIT RAWAL J. (Oral) Learned counsel for the petitioners seeks leave of Court for withdrawal of present writ petition qua petitioner no.2 owing to the fact that he has participated in District Level with liberty to file fresh one and matter with regard to issuance of Sports Grade Certificate is pending adjudication before the Hon'ble Ist Division Bench on 10.09.2019. Ordered accordingly.

Qua petitioner no.1, the matter can be disposed of with a direction to the respondents for issuance of Sports Gradation Certificate as petitioner in the event held on 6.4.2015 organized by Haryana Wrestling Association (50 kg. Greeco Roman) stood second position. The aforementioned case falls within the policies dated 25.05.2018 and 15.11.2018 (amended).

CWP No.19036 of 2019 {2} Petitioner no.1 in pursuance to the advertisement, had been selected but not issued the appointment letter owing to non-issuance of Sports Gradation Certificate and in this regard, made representations dated 06.02.2019 and 21.01.2019, (Annexures P-10 and P-11) and further representations dated 18.06.2019 and 18.06.2019 (Annexures P-13 and P-14). The predicament of petitioner is writ large as he has not been able to get appointment letter on account of non-issuance of Sports Gradation Certificate.

Learned State Counsel submits that matter of such nature had already been disposed of with a direction to District Sports and Youth Affairs Officer to decide the representation. In view of aforementioned fact, the present writ petition is disposed of with a direction to District Sports and Youth Affairs Officer to decide the representations, aforementioned by passing a well reasoned and speaking order within a period of two months from the date of receipt of certified copy of this order In case, representations are not decided within aforementioned specified time, there shall be costs of Rs.25,000/- to be paid by the concerned officer to the petitioner.
