G.S.SANDHAWALIA, J. (Oral) Counsel prays for withdrawal of the present writ petition in view of the fact that instructions dated 21.11.2017 have been issued recently. It is the case of Mr. Mohan that the said instructions would be applicable to the case of the petitioner and, therefore, he be given liberty to approach the respondents firstly on the strength of those instructions since impugned order in the present case was passed on 08.10.2013 (Annexure P3).
