Learned counsel for the petitioners submits that the case of the petitioners is squarely covered by the judgment of this Court in CWP No.15896 of 2023 titled as Saurabh Sharma and others Vs. State of Punjab and another decided on 13.09.2024 and connected matters (Annexure P-9) which was upheld by the Division Bench of this Court in LPA No.2977 of 2024 titled as State of Punjab and another Vs. Dr. Saurabh Sharma and others decided on 10.12.2024 (Annexure P-10) and then by the Hon'ble Supreme Court in Special Leave to Appeal (C) No.1158 of 2025 titled as The State of Punjab and another Vs. Saurabh Sharma and others decided on 20.01.2025 (Annexure P11). Thereafter, this Court has considered the issue in CWP N.29326 of 2025 titled as Rupinder Kumar and others Vs. State of Punjab and others and other matters decided on 10.02.2026 (Annexure P-12). 3.

Learned counsel for the petitioners further submits that she would be satisfied if the legal notice (Annexure P-13) of the petitioners is decided by respondent No.3 by passing a speaking order in a time bound manner. 4.

Learned State counsel, appearing on advanced notice as well as counsel for respondent No.3, submit that they have no objection in case a direction is issued to respondent No.3 for time-bound consideration and decision of the legal notice of the petitioners by passing a speaking order. 5.

Therefore, in view of the limited prayer made by learned counsel for the petitioners, respondent No.3 is directed to consider the legal notice (Annexure P-13) of the petitioners in light of the aforementioned judgments i.e.

%&'($)* $'$ Annexures P-9 to P-12 and pass a speaking order, after affording them an opportunity to be heard, within a period of 03 months from the date of receiving a certified copy of this order. Further, the decision taken thereof shall be conveyed to the petitioners. Needless to say, if the petitioners are found entitled to the relief sought, the same shall be granted forthwith by respondent N
