Service is waived, as Mr. Ayuwan Singh, learned AAG, Haryana accepts notice on behalf of respondent No. 1, whereas Mr. Deepak Balyan, learned counsel accepts notice on behalf of respondents No. 2 and 3.

The petitioner's grievance is that the respondents had not furnished the user ID and password as a result whereof he was unable to deposit 15% of the bid amount within time. 2.

The learned counsel appearing on behalf of respondents No. 2 and 3 states that the auction process itself has been cancelled and that the amount of 10% earlier deposited by the petitioner has been refunded by RTGS transfer. 3.

Respondents No. 2 and 3 shall on or before 31.07.2017 communicate to the petitioner in writing the reason for the cancellation. Liberty to the petitioner to challenge the cancellation.

Mr. Balyan states that there is no proposal as yet to auction the plot which is the subject matter of this writ petition.

The respondents shall not confirm any sale pursuant to an auction in respect of this plot or otherwise for a period of four weeks after the receipt of the reasons for the cancellation by the petitioner. The petitioner in any event is at liberty to participate in the auction process, if any, without prejudice to his challenge to the decision to cancel the present auction process.
