(ORAL) On request of Mr. Anand Chhibbar, learned senior counsel appearing on behalf of the petitioner, after receiving instructions from Mr. Raman B. Garg, Advocate, this petition is dismissed as withdrawn with liberty to challenge the Punjab State Electricity Regulatory Commission (Appointment & Service Conditions of Employees) Regulations, 2015, which prohibits employment in three categories of workers i.e. Drivers, Peons and Security Guards except through the process of out-sourcing. These Regulations came into force with effect from 24.12.2015.
