(Oral)  (1) In deference to the orders dated 13.10.2014, 12.05.2015 and 29.05.2015, Mr. Aman Bahri, learned Addl. AG Punjab has placed on record affidavit of Mohinder Singh Prashar, Deputy Secretary to Government of Punjab, Department of Personnel in which it is averred that on consideration of petitioner's representation dated 23.09.2013, the competent authority has decided to place on record "No Report Certificate" in respect of ACR for the year 2003-2004 and 2004-2005. A speaking order (Annexure A1) has also been passed.

     (2) The aforesaid review of ACR and the speaking order satisfies the claim of the petitioner thereby rendering the writ petition as infructuous except a clarificatory direction to the effect that in view of upgradation of his service record, the petitioner's claim for induction into Indian Administrative Service requires consideration by the Review Select Committee in accordance with the provisions of IAS (Appointment by Promotion) Regulations, 1955. We thus dispose of this writ petition as infructuous but with a direction that let the meeting of the Review Select Committee be convened within a period of three months and the claim of the petitioner be considered, as observed above, in accordance with the law.
