The writ petition suffers from a huge delay and latches. The petitioner applied for the post of Female Constable pursuant to a recruitment notice in the year 2011. She participated in the recruitment process but could not make it. The result was declared in the year 2012. The writ petition has been filed in October 2020.

Learned counsel for the petitioner relies upon the order dated 04.07.2019, passed in Tarlok Singh v. State of Punjab and Others (Civil Writ Petition No. 17686 of 2019) to contend that in similar case directions have been issued.

On careful reading of the order dated 04.07.2019, it is apparent that the facts of the aforesaid case are different. In the present case, there is total non-action on the part of the petitioner for a period of nine years. Hence, the writ petition is dismissed as it suffers from unexplained delay and latches.
