**** AJAY KUMAR MITTAL, A.C.J. (Oral) The petitioner has approached this Court under Articles 226/227 of the Constitution of India, inter alia, seeking direction to the respondents no to cancel the financial bid of the petitioner and to allot the tender to the petitioner. A further prayer for refraining the unsuccessful bidder i.e. respondent No.3 from the allotment of tender, has also been made.

After arguing for sometime, learned counsel for the petitioner submitted that he may be allowed to move a detailed and comprehensive representation before respondent No.2 by incorporating the grievance as raised in the present writ petition. However, a prayer was made that respondent No.2 be directed to decide the representation expeditiously in a time bound manner, in accordance with law.

After hearing learned counsel for the petitioner, perusing the present petition and without expressing any opinion on the merits of the controversy, we dispose of the present petition by granting liberty to the petitioner to file a detailed and comprehensive representation before respondent No.2, raising all the pleas as raised in the present writ petition, within a period of 05 days from the date of Jawala Ram 2018.07.02 15:33 I attest to the accuracy and authenticity of this document Chandigarh

It is, however, clarified that in case such a representation is filed, the same shall be decided by respondent No.2 within a period of next 07 days, after affording an opportunity of hearing to the petitioner as well as respondent No.3 and by passing a speaking order, in accordance with law.
