(ORAL) In view of the preliminary objection taken by respondents no.1 to 3, to the effect that the remedy of the petitioner would lie at the first instance before the Tribunal constituted by the State of Haryana, the petition is dismissed with liberty to the petitioner to approach the Tribunal as has jurisdiction in the matter, on the same cause of action. The Tribunal is requested to dispose of the case as expeditiously as possible, this petition already having remained pending in this Court for about one and a half years.
