The second petitioner claims to be an employee of M/s Rajdhani Woolen and Spinning, Panipat, and is registered with the Employees State Insurance Corporation (ESIC). He applied to respondent No.1 to issue ESIC certificate of last five years as it would enable his daughter (petitioner No.1) to seek admission in MBBS course against the reserved seat. The instant writ petition has been filed alleging that respondent Nos.1 and 2 are sitting tight over the matter. It appears from the paper-book that the petitioner No.2 had applied for the Certificate on 17.07.2017.
